Ok Iāve actually watched all the episodes of the new series and I can explain this! So, at the end of Matt Smith, they gave him another set of 12 during the Christmas special, leading to a regen into Peter. Peter likewise has a normal regen into Jodie.
Now this is where it gets complicated. Just about every Jodie season has a new retcon for gallefrey, normally surprise returns with they were thought to be gone and seeming to all die again next season, including the Master creating time lord cybermen capable of regeneration. Now, the most recent retcon is that the doctor is not even really from gallefrey, thatās why they are so powerful and successful. They were from some other dimension and as a baby fell through a portal onto gallefrey, where they were raised by some gallefrey woman who turned out to be a season villain (spoilers). Itās not currently known where the doctor is actually from
Now they have messes with regeneration again for the 60th anniversary special. When Jodie was dying, she regenerated into David Tennant again, who will be the doctor with Donna again for some anniversary specials, at the end of which he will regeerate into Ncuti
